Membership is open to any person living or working in IHMVCU's 49-county service area in Illinois and Iowa, and their families. The service area includes 28 Illinois counties (Bureau, Carroll, DeKalb, DeWitt, DuPage, Fulton, Hancock, Henderson, Henry, Jo Daviess, Kane, Knox, LaSalle, Lee, Marshall, McDonough, McHenry, McLean, Mercer, Ogle, Peoria, Putnam, Rock Island, Schuyler, Stark, Tazewell, Warren, Whiteside, Woodford) and 20 Iowa counties (Benton, Cedar, Clinton, Delaware, Des Moines, Dubuque, Henry, Iowa, Jackson, Jasper, Johnson, Jones, Lee, Linn, Louisa, Muscatine, Polk, Poweshiek, Scott, Washington). Persons living or working in Iowa or Illinois but outside the service area may become eligible by making a $10 donation to the Dream Education Foundation.
