Membership is available to employees, employers, students, and retirees residing in, working in, or headquartered in specified counties across Washington, Idaho, Montana, and Oregon. Eligible individuals include those in Ada, Adams, Benewah, Bonner, Boundary, Canyon, Kootenai, Latah, Lewis, Nez Perce, Shoshone, Valley, and Washington counties in Idaho and Washington; Beaverhead, Broadwater, Cascade, Chouteau, Deer Lodge, Gallatin, Granite, Jefferson, Judith Basin, Lake, Lewis and Clark, Mineral, Missoula, Pondera, Powell, Ravalli, Sanders, Silver Bow, and Teton counties in Montana; and Baker, Grant, Malheur, Umatilla, Union, and Wallowa counties in Oregon. Family members of existing members, trusts composed of eligible members, and certain business entities owned by members are also eligible.
